Your Neighborhood Advocacy Council (NAC) Committee

MISSION:

To improve the community lives of Brandermill residents by providing a neighborhood level resource to serve as the advocate for said residents, and that is charged with improving communication to and from the Brandermill Board of Directors (BCA Board), the Brandermill Community Association (BCA) and its Management Company.

GOALS:

  1. Provide a more convenient forum for residents of Brandermill to express any views, issues, concerns and recommendations relevant to the quality of life and property values in the Community.
  2. Develop and implement strategies to ensure there is good communication between residents and the BCA.
  3. The council that is representative of the diverse neighborhoods in Brandermill through a volunteer recruitment program.
  4. Gather information, exchange ideas and inform the members of the community. Any formal communication will be drafted by the BCA Board and/or staff to ensure consistency.
  5. Provide a structure for reporting information and suggestions to/from members to the Board and the BCA.
  6. Establish a method for communication back to the members of the council and to the neighborhood residents at-large.  Any formal communication will be drafted by the Board and/or staff to ensure consistency.
  7. Enhance the participation of members in the governance of BCA by encouraging service on the BCA Board, its committees and other community organizations.

ORGANIZATION STRUCTURE AND PROCESSES

The Neighborhood Advocacy Council (NAC) reports directly to the BCA Board of Directors and operates according to the provisions of the Charter, the BCA Committee Policies and any other regulations that may be promulgated by the Board from time to time.

The NAC will meet monthly.

COUNCIL POLICIES

The Chair and each officer will attempt to attend as many Board meetings as possible, to become informed of the business of the BCA. Written reports to the Board and management will be submitted monthly.

MEMBERSHIP

The NAC shall be comprised of one or two Representatives (Rep) from each neighborhood.  The role of the NAC representative will include:

Ensuring that everyone in the neighborhood is aware of his/her participation as a representative.

Educating neighbors of the role of the NAC through the use of on-line sources and initial flyers.

Represent their neighborhood at all NAC meetings and if unable to attend, ensure a delegate from their neighborhood is present.

Keeping informed and communicating the needs and concerns of residents with the NAC.

Disseminate information from the Board and or staff to the NAC for informing the residents of their neighborhood.

VOTING

NAC Representatives who are members of a neighborhood team (more than one rep), will select who will vote on behalf of their neighborhood.  Simple majority of those present will determine outcome.  15% of members shall constitute a quorum.

NAC officers include the positions of Chair, Vice Chair, Secretary and a Membership Liaison.

Officers will serve a term of one year. All officers must be in good standing within the community.   Nominations for officers, shall be made by members of the NAC.  Those that are nominated and accept the nomination, should state why they are interested in serving and what they can offer the Council. 

Chair: Will be responsible to lead the meetings and review incoming comments from NAC Reps to be added to its monthly agenda.

Vice Chair:  Will lead NAC meetings in the absence of the NAC Chair Assist in creating the meeting agenda and work with BCA staff to set up meetings.

Secretary:  Will record the business of the committee as committee minutes and upon approval of the Council officers of the minutes, submit them to BCA Board Liaison and BCA Staff for inclusion in an upcoming Board packet for review by the BCA Board.

Membership Liaison:  Will develop an ongoing recruitment plan and keep a record of membership.

Each Rep will solicit information from their neighbors, which could include general questions, concerns or ideas. These will be submitted to the Chair at least one week before monthly meeting. Chair may combine related questions, concerns or ideas into one agenda item.

At the meeting, the list of issues raised from the Reps will be presented, and a discussion will be held.  NAC Reps will vote to prioritize the top three issues to be addressed.

How the issues will be addressed and resolved will be determined by the Council.  It could be addressed directly from a Board member, be brought before the full Board, or it could warrant an open house meeting with the BCA Board and Staff to answer and inform the members.

Once the issues are resolved, Reps will need to inform their respective neighborhoods of the results.  A consistent message will be developed method so that all Reps will be disseminating the same information to residents.

Where ideas, suggestions or feedback is received that has already been addressed or resolved, the information will be not go before the Board or BCA.  A consistent response will be developed and disseminated to residents.
