Minutes - March 1, 2010

1. CALL REGULAR MONTHLY MEETING TO ORDER – The March 1, 2010 BCA Board of Directors meeting was called to order by President Rowe at 7 PM in the meeting room of Brandermill Woods, 14311 Brandermill Woods Trail, Midlothian, VA 23112. Directors Friedel, Guthrie, Livingston and McLenagan, Community Manager Pritz and Recorder Judy Agee were present. Director McGinniss was absent.2. MEMBER VOICE - There were no speakers.
3. MOTION TO APPROVE MINUTES – February 8, 2010
MOTION: Director McLenagan moved to approve the minutes of the February 8, 2010 meeting, as amended.
MOTION SECONDED: Director Friedel
MOTION CARRIED: President Rowe, Directors Friedel, Livingston and McLenagan approved. Director Guthrie abstained.
4. PRESIDENT’S REPORT – President Rowe asked Community Manager Pritz to expand the search for the Master Gardener position. President Rowe noted that Mike Hatch with the Brandermill Country Club reported the tunnel repair work will begin in the near future. Director Guthrie suggested that a 3-sided screen be provided around a port-a-potty at the country club's practice range adjacent to the school. President Rowe noted that the agenda will be changed to delete executive session. She then reported that the BCA attorneys had provided a statement they deemed pertinent in response to any question that arose on Meet the Candidates Night regarding the current lawsuit against the BCA. This statement noted that this community is engaged in litigation with a current board member for $850,000 -- $500,000 in compensatory damages and $350,000 in punitive damages. Insurance will cover defense costs, but does not necessarily extend to judgments, particularly judgments for punitive damages. Therefore, the residents of this community will be responsible for paying any judgment should our attorneys not prevail. We want to assure this community that we -- the BCA directors and staff -- are actively defending this lawsuit. After discussion the board agreed that the incumbent candidates can use this information as part of their response. President Rowe noted that there are five candidates to fill four seats on the board and that it is not too late for members to consider running for the board.
A. Director Reports - Director McLenagan stated he felt that more "no solicitation" signs were needed to discourage soliciting throughout the community.
B. Master Plan Report – John McLenagan – Director McLenagan reported the Master Plan Oversight Committee (MPOC) task force met on February 25th to present their committee's prioritized list of suggested tasks from the Master Plan. The task force will add their lists of priorities to an action plan template at the April 15th meeting.
C. Comp Steering Plan – Keith McGinniss – Director McGinniss - There was no report.
5. TREASURER'S REPORT - Dick Guthrie - Director Guthrie reviewed the 2009 Financial Statements for Twelve Months Ended 12/31/09. He noted that the Finance Committee was pleased with their review of this report at their last meeting and noted several adjustments.
6. MANAGER’S REPORT – Community Manager Pritz reviewed her written report and stated
reports were included from Community Services and The Village Mill.
MOTION: Director McLenagan moved to approve Mary Jane Zander and Katy Nastanovich as members of the Natural Resource Committee.
MOTION SECONDED: Director Livingston
MOTION CARRIED: Unanimously
7. COMMITTEE REPORTS
The board agreed to change the agenda to discuss the Hydrilla Update first.
A. Hydrilla Update - Task Force - Susan Smith reported that the Reservoir Management Group, composed of 15 members, met on February 10th. The majority of attendees voted to support the Chesterfield County grass carp program as proposed by the Utilities Department in April. President Rowe introduced Charlie Davis of Commodore Point; he stated he has been in contact with Congressman Randy Forbes to help locate funding to control the spread of hydrilla. Director Guthrie thanked Charlie Davis for his assistance on this subject.
B. Crime Prevention - Director McLenagan reported the committee met last week with Chesterfield County Police Department officials. He reported that quarterly meetings with the Brandermill neighborhood watch captains will be scheduled and emphasized the importance of having a captain replacement policy for all neighborhood watch programs. He noted that a web page is being prepared for the Crime Prevention Committee as a link to the BCA website to enhance their education program. He announced the committee is preparing for the Crime Prevention Festival scheduled in May.
C. MPOC - Please see 4.B Master Plan for Director McLenagan's report.
D. NRC – Chair Mamie McNeal reported the NRC met on February 17th and discussed training for neighborhood representatives to provide better communication to residents. They emphasized the importance of having a neighborhood rep in place when the current rep has moved.
8. ARB APPEAL - HAWK SCULPTURE - President Rowe reviewed the action taken at the October 5, 2009 board meeting to uphold the ARB decision and allow the resident four months to maintain the statue as it was placed and after that time the board would reconsider a policy change or the statue will be removed. President Rowe reported that the ARB has made no recommendation for any change in policy or rules. Community Manager Pritz reported she received emails from several community associations who have similar rules and they stated the board should support the ARB's decision and enforce the existing guidelines. She stated one association would consider the sculpture in the front yard if it supported the overall design and character of the house and/or landscape. The board agreed that no further action was required. President Rowe will respond to the resident noting the board's decision to uphold the ARB's guidelines and request the sculpture be removed from the front yard.
9. MOTION TO APPROVE 2010 ANNUAL MEETING BALLOT -
MOTION: Director Friedel moved to approve the 2010 Annual Meeting Ballot.
MOTION SECONDED: Director McLenagan
MOTION CARRIED: Unanimously
10. MOTION TO APPROVE COMMUNITY CHARACTER CHARTER - Bob Friedel -
A. Member Comment - Dianne Cardea of Winterberry Ridge and co-chair of the Covenant Task Force noted that the task force reviewed the charter and felt the task force would be a good fit as the Community Character Committee.
MOTION: Director Friedel moved to approve the proposed Community Character Committee Charter, as amended.
MOTION SECONDED: Director McLenagan
MOTION CARRIED: Unanimously
The board agreed Dianne Cardea should serve as chair of the Community Character Committee.
11. MOTION TO APPROVE REVISED POOL RULES
A. Member Comment - There were no speakers.
MOTION: Director Guthrie moved to approve the proposed Pool Rules, Regulations and Procedures and the Pool Membership Policy, as amended.
MOTION SECONDED: Director McLenagan
It was noted that the Pool Committee approved these rules.
MOTION CARRIED: Unanimously
12. ADJOURNMENT –
MOTION: President Rowe adjourned the meeting at 9 PM.

Sterile grass carp – coming to a lake near you

This month, 10,500 sterile triploid grass carp will be released into Swift Creek Reservoir with the sole assignment of “eating on the job.” The introduction of sterile carp is one of the first physical measures to be taken to help eliminate the menacing hydrilla plant that has infested more than 700 acres of the 1,700-acre reservoir. According to BCA Maintenance Director John Barnard, staff members have worked hard to make significant improvements in the community, including the installation of new picnic tables, trash receptacles, and mutt mitts in the recreational areas. (more...)
