Minutes - February 8, 2010

1. CALL REGULAR MONTHLY MEETING TO ORDER – The February 8, 2010 BCA Board of Directors meeting was called to order by President Rowe at 7 PM in the meeting room of Brandermill Woods, 14311 Brandermill Woods Trail, Midlothian, VA 23112. Directors Friedel, Livingston and McLenagan, Community Manager Pritz and Recorder Judy Agee were present. Directors Guthrie and McGinniss were absent.

2. CELL TOWER PRESENTATION - Brennan Keene with McGuire Woods and Mark Cornell with nTelos gave an overview of a proposed cell tower to be located near the Old Hundred Mill/Nuttree neighborhoods east of Old Hundred Road. They stated there is an increased demand for wireless service in this area and asked for the board's support in their approval process with Chesterfield County.

3. MEMBER VOICE - There were no speakers at this time.

4. MOTION TO APPROVE MINUTES – January 4, 2010
MOTION: Director McLenagan moved to approve the minutes of the January 4, 2010 meeting, as written.
MOTION SECONDED: Director Friedel
MOTION CARRIED: Directors Friedel, Livingston and McLenagan approved. President Rowe abstained.

5. PRESIDENT’S REPORT – There was no report.
A. Director Reports - There were no reports.
B. Master Plan Report – John McLenagan – Director McLenagan reported that the MPOC task force members will review with their committees the assigned recommendations from the Master Plan. The MPOC will meet on February 25th to create an action plan and will provide their report at the March 1st board meeting.
C. Comp Steering Plan – Keith McGinniss – There was no report.

6. TREASURER'S REPORT - Dick Guthrie - This report was deferred until the next meeting.

7. MANAGER’S REPORT – Community Manager Pritz reviewed her written report and stated reports were included from Community Services and The Village Mill. She noted that the Finance Committee met on January 25th and discussed the financials ending December 31, 2009. Community Manager Pritz noted that the "No Solicitation" signs are in place along the parkways and that the application process for an exemption from this policy has been effective for several fund raising and Girl Scout groups.

MOTION: Director Livingston moved to approve the BCA Community Improvement Grant Application in the amount of $195 to build bluebird houses for installation at the BCA Heritage Farms gardens.
MOTION SECONDED: Director McLenagan
MOTION CARRIED: Unanimously
MOTION: Director McLenagan moved to approve Wayne Moyer as a member of the Finance Committee, and to approve Mamie McNeal as chair of the NRC.
MOTION SECONDED: Director Livingston
MOTION CARRIED: Unanimously

President Rowe recognized Frances Hillman for all of her work as NRC chair this past year. Community Manager Pritz recognized Susan Smith for her well written and researched report for the Natural Resources Committee regarding the proposed treatment of hydrilla.

8. COMMITTEE REPORTS
A. Crime Prevention Committee – Director McLenagan noted the committee will meet February 11th to focus on a web page design/link to provide neighborhood watch information. He noted a Brandermill resident requested the Crime Prevention Committee look at how the county's ordinance regarding panhandling could be reconsidered. Chesterfield County Board of Supervisors Art Warren and Marleen Durfee offered their support, and Senator Sam Nixon introduced House Bill 534 to prohibit panhandling in Chesterfield County for consideration by the VA General Assembly.
B. Hydrilla Update - Task Force - Susan Smith reported that the Reservoir Management Group will hold a public stakeholders meeting of all waterfront property owners on Swift Creek Reservoir on February 10th to discuss proposed options for treating hydrilla.
C. Natural Resources - Chair Susan Smith reviewed the proposed options for treatment of hydrilla in the Swift Creek Reservoir that will be shared with the attendees to the stakeholders meeting of the Reservoir Management Group. She also provided information from other reservoirs experiencing hydrilla infestation. Community Manager Pritz wanted to recognize Susan Smith for the meetings she attended and the research that went into preparing this report. President Rowe stated that after the Reservoir Management Group stakeholders meeting a letter will be sent to all Chesterfield County Board of Supervisors regarding this issue.
D. NRC – Chair Mamie McNeal reported the annual meeting of the NRC was held on January 19th and she was elected as Chair. Chair McNeal appointed Dick English - 2nd Vice Chair, Courtney Glaze - Secretary, Karen Gammons - Treasurer, Beverly Bell - Membership, and Christopher Glaze - Communications. She thanked the board for approving her election as chair. The NRC recommended that the Board ask Chesterfield County about the status of the Old Hundred Road expansion project since the Cheatham property case is scheduled for review by the Board of Supervisors in March.

9. POOL WISH LIST DISCUSSION - Community Manager Pritz reviewed the 2010 Pool Project Action List for North Beach and St. Ledger's pools to be paid from either the 2010 budget or the reserve fund. She noted the Pool Committee will review and make recommendations to the board for projects designated under the Master Plan to be included in the 2011 budget. The next Pool Committee meeting is February 25th.

10. OPTIONS FOR VILLAGE MILL ADS - President Rowe distributed a list of Village Mill activities to accompany The Village Mill Ad Options. The board agreed with Director Guthrie's suggestion that the Finance Committee review these reports and provide their recommendations after the first quarter of 2010.

11. UPDATE ON WATERFRONT BUFFER APPLICATIONS
A. Member Comment - There were no speakers.
Community Manager Pritz reviewed the Chesterfield County Buffer Modification Application Review, prepared by Theresa Biagioli, which provided the time line of waterfront buffer applications sent to the county for approval. She noted that several applications have not yet been approved. It was agreed that Community Manager Pritz will contact Dick McElfish to confirm when to expect approval of the applications.

12. NRC BYLAW REVIEW - Strickland & Friedel - Director Friedel stated he will review the NRC Committee Charter and Bylaws with the newly elected NRC officers and give a report at a future board meeting.

13. DISCUSSION OF CONCEPTUAL APPROACH - Bob Friedel
A. Facilities Committee Charter - Director Friedel will draft a Facilities Committee Charter and include the current Pool Committee as a subcommittee of the Facilities Committee. Community Manager Pritz noted that the Pool Committee can discuss this during their February 25th meeting.

MEMBER VOICE - Richard Kury of Cove Ridge thanked Susan Smith for her work on the Reservoir Management Group report for the Natural Resources Committee. He expressed concern regarding his conversations with a member of the Crime Prevention Committee.

14. EXECUTIVE SESSION - Personnel & Legal
MOTION: Director Friedel moved to enter into executive session to discuss personnel and legal issues.
MOTION SECONDED: Director McLenagan
MOTION CARRIED: Unanimously

15. RETURN TO OPEN SESSION
The board returned to open session.

MOTION: Director Livingston moved to authorize the President to enter into a two year employment contract with the Community Manager.
MOTION SECONDED: Director Friedel
MOTION CARRIED: Unanimously

16. ADJOURNMENT –
MOTION: President Rowe adjourned the meeting at 9:12 PM.

American bald eagles are making a dramatic comeback

Current board members Dick Guthrie, Jason Livingston and Joyce Rowe, along with Frances Hillman and When-Dee Morrison, are each vying for one of four seats on the BCA Board.
