I. CALL MEETING TO ORDER – The January 2, 2007 meeting of the BCA Board of Directors was called to order by President Whitfield at 7 PM in the meeting room of Brandermill Woods, 14311 Brandermill Woods Trail, Midlothian, VA 23112. President Whitfield, Directors Bradner, Cook, Epps, Gibbons, and Livingston, Community Manager Pritz and Recorder Judy Agee were present. Director Reamy was absent.II. HUNTGATE WOODS FIRE PRESENTATION
Chesterfield County Fire Chief Paul Mauger gave an update on the December 9th residence fire in Huntgate Woods and stated the fire department responded to the fire within 6 minutes. He noted that the fire department found insufficient water pressure from the two hydrants closest to the residence and was able to access abundant water from a water feed in neighboring Cove Ridge. Fire Chief Mauger noted that their main concern was the safety of the residents, who were very complimentary of the fire department’s response. He wanted to express the importance of working smoke detectors and visible house numbers on the mailbox.
Chesterfield County Director of Utilities Roy Covington stated the cause of the inadequate water pressure for the hydrants was linked to a partially open valve. He noted this was highly unusual and the fire department or the county would have had no way of knowing prior to attempting to use the hydrants that there was a problem. He also stated his department had not received any complaints regarding low water pressure from Huntgate Woods residents. Director Covington noted that the valve has since been inspected and fully opened. His department has launched an overall inspection of the valves in the county. There are more than 1,100 valves in the Brandermill community, and as of January 2nd, 850 valves have been inspected.
President Whitfield thanked Fire Chief Mauger and Director Covington for sharing their information with the board and complemented the Fire Department staff for their efforts and quick response. He also noted that the Red Cross was on site to help with relocating the residents.
III. MEMBER VOICE – A resident of Muirfield Green addressed the proposed Clover Hill High School, which is item 11 on the agenda. He expressed concern that the Chesterfield County School Board may be backing away from its commitment to build a replacement for Clover Hill High School as approved in the 2004 bond referendum. He asked the BCA Board to make a statement to the School Board at its next meeting that the residents of Brandermill expect them to make good on its promise to build a replacement for Clover Hill High School.
IV. MOTION TO APPROVE MINUTES – December 4, 2006 -
MOTION: Director Bradner moved to approve the minutes of the December 4, 2006 meeting.
MOTION SECONDED: Director Cook.
MOTION CARRIED: Unanimously
V. PRESIDENT’S COMMENTS – President Whitfield reported that the Chesterfield County Board of Supervisors deferred a vote on the Swift Creek Reservoir Watershed ordinances until the March meeting. The board members received a hand out provided by Betty Hunter-Clapp for their review.
VI. TREASURER’S REPORT – There was no report.
VII. MANAGER’S REPORT – Community Manager Pritz highlighted her written report.
VIII. RECRUITING PANEL UPDATE – Buddy Whitfield – President Whitfield reported that the nomination packets for the BCA Board of Directors are available at the BCA office and the deadline to return the packet is February 2nd. He also stated the candidates will have an opportunity to speak at Meet the Candidates Night in March. The Annual Meeting will be held at Brandermill Woods on Monday, April 16th at 7 PM, at which time the polls will be closed. Official notice of the annual meeting will be mailed in March.
IX. MONTHLY BOARD MEETING SCHEDULE – It was the consensus of the board that the BCA Board of Directors meetings be held once per month, on the first Monday of each month beginning February 5th. If additional meetings are necessary, an announcement will be posted on the home page of the BCA website: www.brandermill.com. The meetings will be held at Brandermill Woods at 7 PM, unless otherwise noted.
X. THORNRIDGE NOISE WALL – President Whitfield and Community Manager Pritz met with John McCracken regarding the proposed noise wall near the Thornridge neighborhood in conjunction with the Hull Street Road widening project. Several utilities will need to be moved which will require the widening of the utility easement. There is a possibility the noise wall could be constructed within the utility easement. The current cost of the project has increased considerably since the initial bid and Mr. McCracken stated it will be a month or two until all issues are resolved.
XI. PROPOSED CLOVER HILL HIGH SCHOOL – President Whitfield reported that the Chesterfield County School Board did not vote to proceed with the capital improvement project of the construction of a new Clover Hill High School in December. During member voice, a resident requested the board make a statement at the public meeting on January 4th in favor of the construction of the new school.
MOTION: Director Livingston moved to approve a statement in favor of constructing a new Clover Hill High School be made by President Whitfield at the next school board meeting.

XII. EXECUTIVE SESSION
MOTION: Director Epps moved to enter into executive session at 8:35 PM to discuss a financial matter.
MOTION SECONDED: Director Gibbons.
MOTION CARRIED: Unanimously
XIII. OPEN SESSION
MOTION: Director Bradner moved to return to open session.
MOTION SECONDED: Director Cook.
MOTION CARRIED: Unanimously
MOTION: Director Livingston moved to authorize and direct the Community Manager to settle a delinquent commercial account within defined parameters.
MOTION SECONDED: Director Cook.
MOTION CARRIED: Unanimously
XIV. ADJOURNMENT -
MOTION: Director Gibbons moved to adjourn the January 2, 2007 Board of Directors meeting at 8:45 PM.

BCA events: something for everyone’s taste

Dancin’ Mondays About 50 participants enjoyed learning the East Coast swing on February 5. Instructor Edwin Roa will continue lessons in the cha cha, salsa, and waltz at Swift Creek Middle School from 6:30 to 7:30 p.m. on February 19, and 26. Cost is only $5 per adult per lesson. (more...)
