Minutes - April 3, 2006

I. CALL TO ORDER - The April 3, 2006 meeting of the BCA Board of Directors was called to order by President Giordano at 7 PM in the meeting room of Brandermill Woods, 14311 Brandermill Woods Trail, Midlothian, VA 23112. President Giordano, Directors Bradner, Cook, Gibbons, Reamy and Whitfield, Community Manager Pritz and recorder Judy Agee were present. Director Livingston was absent.II. MEMBER VOICE – No members were present.
III. MOTION TO APPROVE MINUTES – March 20, 2006
MOTION: Director Reamy moved to approve the minutes of the March 20, 2006 meeting, as amended.
MOTION SECONDED: Director Whitfield.
MOTION CARRIED: Unanimously
IV. PRESIDENT’S REPORT – The President reported that the board is working with Jim Moyler on revisions to a lease agreement between the Brandermill Inn and the BCA .
President Giordano also reported that he attended the March 28th meeting regarding the application for a conditional use permit for Celebrations.
V. TREASURER’S REPORT – Director Whitfield reported that the first quarter financial report will be available around the first of May.
VI. MANAGER’S REPORT - Community Manager Pritz highlighted her written report.
VII. REVISED RESERVE STUDY – Director Whitfield and Accounting Manager Darlene Anthony presented an overview of the revised Brandermill Replacement Reserve Study for 2006.
MOTION: Director Whitfield moved to accept the revised Replacement Reserve Study dated March 16, 2006 as the current study.
MOTION SECONDED: Director Bradner.
MOTION CARRIED: Unanimously
VIII. COVENANT DEPARTMENT QUARTERLY REPORT – Ryland Reamy – Director Reamy presented the Initiative to Improve Covenant Enforcement Management Information, First Quarter 2006 Update, noting the objective of this guideline is to improve the amount and quality of information available to the association management and the board, and to improve communications with the residents regarding covenant enforcement.
IX. CELEBRATIONS UPDATE - President Giordano reported that he attended the March 28th meeting at Woolridge Elementary School regarding the application for a conditional use permit for Celebrations, led by Wayne Bass, Matoaca District Planning Commissioner. Noise tests of amplified music were conducted by a consultant with Acoustical Solutions to help resolve issues of the neighboring property owners, who suggested using a device added to the sound system to monitor and control the noise level. Commissioner Bass announced that this case will be considered by the Planning Commission on April 18th and by the Board of Supervisors during their May meeting.
X. EXECUTIVE SESSION -
MOTION: Director Cook moved to enter into executive session to discuss a marina contractual issue.
SECONDED: Director Bradner.
MOTION CARRIED: Unanimously
MOTION: Director Cook moved to return to open session.
SECONDED: Director Bradner.
MOTION CARRIED: Unanimously
MOTION: Director Whitfield moved to instruct Community Manager Pritz to ask Lisa Tuck to modify the marina lease agreement draft.
MOTION SECONDED: Director Reamy.
MOTION CARRIED: Unanimously
MOTION: Director Reamy moved that if the revised marina lease agreement is acceptable to the Brandermill Inn and the BCA to instruct Community Manager Pritz to execute the lease.
MOTION SECONDED: Director Whitfield.
MOTION CARRIED: Unanimously
X. ADJOURNMENT -
MOTION: Director Cook moved to adjourn the April 3, 2006 Board of Director’s meeting at 9:35 PM.
MOTION SECONDED: Director Bradner.

opens May 25

The BranderBelle has been in operation since May 1 and the BCA is booking trips for the season. We already have some reservations into June and July. So if you are planning a sunset cruise or an event to remember, call 744-1035x104 to check on availability and make reservations.
Launching the Fleet
The Sailing Center in Sunday Park will open for the season on May 25. The beach has been dressed and rearranged to accommodate the fleet. Storm damage repairs to our two Puffers and a Sunfish have been made. Building repairs, general cleanup of the Sailing Center and maintenance on all the boats are being completed.
The satisfaction of making a boat ship-shape for a safe season on the reservoir is time well spent. We hope you will take the hint and look at your own boat to determine how it made it through the winter and whether your boat, cradle or rack needs repair. Now is the time to make repairs before the heat and humidity hit.
Spring is also a good time to check your flotation devices. Old, torn life vests and seat cushions may have lost their effective buoyancy. A serviceable personal flotation device is required for each passenger on all boats in Virginia waters. Boating, fishing, and sporting goods stores are all running specials on boat maintenance products and safety gear. Check them out. Remember: flotation devices will not work unless they are worn.
Boat Stickers
All boat owners should check the expiration date of their State of Virginia boat registrations. State game wardens regularly patrol the reservoir and expect boaters to obey the letter of the law. Brandermill boat registration stickers were mailed on May 1. Boat owners are responsible for putting stickers on their BCA registration decals on the starboard bow (front) of their boats. (Stand in your boat and look forward at the bow; starboard is the right side.)
Riggings and Fittings
Sailors should be sure to check all riggings and fittings before leaving shore, especially on boats that were stored with the masts up. Winter storms may have caused fatigue damage to shrouds, fittings and connections at both the deck and masthead. Please check it all carefully. Dismasting is dangerous and can be costly.
Critter Check
Last, but not least, those of you who have stored your boats on the ground should be careful when uncovering the boat for the first time. Neighborhood snakes and other critters may have camped out in your boat for the winter.
