I. CALL MEETING TO ORDER – The October 2, 2006 meeting of the BCA Board of Directors was called to order by President Whitfield at 7 PM in the meeting room of Brandermill Woods, 14311 Brandermill Woods Trail, Midlothian, VA 23112. President Whitfield, Directors Bradner, Cook, Epps, Gibbons, Livingston, and Reamy, Community Manager Pritz and Recorder Judy Agee were present.

II. MEMBER VOICE – Caleb Dodgen announced that the dedication of the memorial to all veterans of Brandermill will be on Veterans Day, November 11, 2006, at 2 PM at the Brandermill Church. The memorial is located on the waterfront near the Pavilion at Sunday Park. Either President Whitfield or Director Bradner will participate in the dedication.

III. MOTION TO APPROVE MINUTES – September 18, 2006 -
MOTION: Director Bradner moved to approve the minutes of the September 18, 2006 meeting, as amended.
MOTION SECONDED: Director Reamy.
MOTION CARRIED: Unanimously

IV. PRESIDENT’S COMMENTS – President Whitfield and Community Manager Pritz attended a meeting of the Chesterfield County Board of Supervisors who recognized Deb Braun, a resident of McTyre’s Cove, with a Resolution for her dedication to organizing the Brandermill July 4th Parade for the past 25 years.
He announced that the Bracey Rezoning Case, the proposed restaurant at Genito and Woolridge Roads, was denied by the Board of Supervisors.

V. TREASURER’S REPORT – Director Reamy had no report.

VI. MANAGER’S REPORT – Community Manager Pritz highlighted her written report.

VII. PROPOSED POSITION ON CHEATHAM PROPERTY – Andrea Epps – Director Epps presented information regarding the proposed rezoning from agricultural to commercial on the Cheatham property east of Market Square. The board will establish a position at a later date on this rezoning case, which will be reviewed by the Planning Commission in December.

VIII. MARINA UPDATE – President Whitfield updated the board regarding the court approval of bankruptcy proceedings for the Brandermill Inn. President Whitfield, Director Cook, and Community Manager Pritz met with Clem Carlisle at East West Partners to review proposed plans for the marina at two locations in Sunday Park and a location at Harbour Pointe to begin the process of obtaining approval when and if it is decided to move the marina from its current location.
IX. POOL SLIDE PURCHASE – Community Manager Pritz presented a quote for the replacement of slides for the North Beach and St. Ledger’s pools. The board suggested that she obtain another quote. She will present this information to the Pool Committee at their next meeting.

X. DRAFT POOL ARTICLE – Jason Livingston – Director Livingston developed a response to comments that accompanied the returned survey from the members on the prospect of universal pool memberships. The goal of the response is to provide the members with accurate and complete information regarding the acquisition of the pools. Board members will submit any editing suggestions to Director Livingston. Director Livingston stated he would contact Wendy Parker, Editor of the Village Mill for her help.
MOTION: Director Cook moved to endorse the response written by Director Livingston to provide information regarding the pools to the members and to publish Director Livingston’s response in The Village Mill.
MOTION SECONDED: Director Reamy.
MOTION CARRIED: Directors Cook, Gibbons, Livingston, and Reamy approved. Directors Bradner, Epps and President Whitfield opposed.

XI. ADJOURNMENT
MOTION: Director Epps moved to adjourn the October 2, 2006 Board of Director’s meeting at 9:20 PM.
MOTION SECONDED: Director Cook.

I. CALL MEETING TO ORDER – The September 18, 2006 meeting of the BCA Board of Directors was called to order by President Whitfield at 7 PM in the meeting room of Brandermill Woods, 14311 Brandermill Woods Trail, Midlothian, VA 23112. President Whitfield, Directors Bradner, Cook, Epps, Gibbons, Livingston, and Reamy, Community Manager Pritz and Recorder Judy Agee were present.

II. MEMBER VOICE – A resident of Harbour Pointe stated he had heard the land under the lake was zoned agricultural and he wondered if a marina was an approved use of the land.
Ken Baker, representative of an investment group, announced that the Brandermill Country Club withdrew its application for a site plan review for the proposed condominium development and will join with the Midlothian Tennis Club to provide a full-service tennis facility which will include outdoor and indoor courts.
Gregory Smith introduced himself as the new General Manager of the Brandermill Country Club and looks forward to this new venture with the Midlothian Tennis Club.

III. MOTION TO APPROVE MINUTES – September 5, 2006 -
MOTION: Director Bradner moved to approve the minutes of the September 5, 2006 meeting, as amended.
MOTION SECONDED: Director Gibbons.
MOTION CARRIED: Unanimously

IV. PRESIDENT’S COMMENTS – When Community Manager Jane Pritz was on vacation, Maintenance Director John Barnard was helpful in various situations, including a fatal accident involving an employee of a tree contractor. The board expresses its condolences to the family. Wendy Parker, editor of “The Village Mill,” assisted with an article updating the community on the Brandermill Country Club project which was announced via the BCA website.

V. TREASURER’S REPORT – Director Reamy reviewed the Financial Report as of August 31, 2006 which is on track with the budget.

VI. COMMITTEE REPORTS
NRC – No report was given.
Environmental – Chairman Chuck Rayfield referred to an article in “The Village Mill” in which Chesterfield County officials of the Office of Water Quality praised the efforts of the BCA Environmental Committee and appreciates the active involvement of the Brandermill residents to maintain a watchful eye on the properties surrounding Swift Creek Reservoir. The BCA received a grant from the National Fish and Wildlife Foundation to purchase plants suited for lakeside areas. Volunteers are needed to help to restore the vegetation in the area near the new boardwalk area at Sunday Park on Saturday, October 28th.

VII. MANAGER’S REPORT – Community Manager Pritz recently returned from vacation and had no report. The board reviewed the department reports from Community Services and the Village Mill.

VIII. T-MOBILE CELL TOWER – Nate Holland with T-Mobile reviewed the proposed antenna site to be located at the rear of the property of Countryside Church at 3505 Old Hundred Road with no guide wires or flashing lights. This is necessary to improve the additional coverage and capacity to the Brandermill neighborhoods and all cellular phone companies will have use of this tower. The board had no objection to this proposed antenna.

IX. BRANDERMILL COUNTRY CLUB CONDO UPDATE – President Whitfield announced that the Brandermill Country Club withdrew its application for a site plan review for the proposed condominium development. They have signed a letter of intent and will join with the Midlothian Tennis Club to provide a full-service tennis facility which will include indoor and outdoor tennis courts. All plans for this project will be reviewed by the BCA Commercial Architectural Review Board. As a follow-up, the Chesterfield County Planning Department concluded there was not sufficient BCA open space to develop the proposed condo project, and that it is not inconsistent with the open space policy to enclose tennis courts since it is a recreational facility. The Planning Director and staff will go through their calculations and will bring the results to the BCA board. The BCA extends thanks to all who have been involved in the planning process of the proposed condos.

X. MARINA UPDATE – President Whitfield will keep the board informed on the outcome of the bankruptcy court process in order for the BCA to continue negotiating a long term lease for the marina at the Brandermill Inn. Director Cook reported that the architectural and engineering plans are being prepared for the alternate sites. Community Manager Pritz will schedule a meeting with East-West Partners to review the plans. Director Epps pointed out locations on a map of the Swift Creek Reservoir where a marina would be allowed under the current zoning.

XI. BRACEY REZONING CASE – Andrea Epps – Director Epps attended a public meeting regarding rezoning of property to commercial for a proposed restaurant. This property is currently zoned agricultural and is located at the southwest corner of Genito and Woolridge Roads. The board agreed not to make a statement regarding the rezoning of this property.
XII. CHEATHAM REZONING CASE – Andrea Epps - Director Epps attended a public meeting on September 6th regarding the rezoning of the Cheatham property from agricultural to commercial, which is located east of the Market Square area and has access only through connecting roads into Market Square. This is scheduled for the Planning Commission meeting in October. Director Epps will draft a position statement for board review and approval at the next board meeting for presentation to the Planning Commission.

XIII. 2007 COMMUNITY BUDGET PRESENTATION – President Whitfield and board members agreed to have Director Reamy present the Preliminary 2007 Budget Overview to the community members after the meeting adjourned.

XIV. ADJOURNMENT

Spokesmen for Brandermill Country Club (BCC) and Midlothian Tennis Club (MTC) announced plans to join forces in bringing an elite tennis facility, including indoor courts, to the country club which they describe as a win, win, win situation for all. (more...)


Former resident to serve 9-1/2 years

On September 27, U.S. District Court Judge Donald L. Graham sentenced former Brandermill resident Chetanand Kumar Sewraz to 115 months imprisonment, to be followed by three years of supervised release for possession of unregistered destructive devices while in the country on a nonimmigrant alien visa. (more...)
