I. CALL TO ORDER - The November 21, 2005 meeting of the BCA Board of Directors was called to order by President Giordano at 7 PM in the meeting room of Brandermill Woods, 14311 Brandermill Woods Trail, Midlothian, VA 23112. President Giordano, Directors Bradner, Cook, Gibbons, Livingston, Reamy, and Whitfield, Community Manager Pritz and recorder Judy Agee were present.

II. MOTION TO APPROVE MINUTES – November 7, 2005
MOTION: Director Bradner moved to approve the minutes of the November 7, 2005 meeting, as amended.
MOTION SECONDED: Director Gibbons.
MOTION CARRIED: Unanimously

III. MEMBER VOICE – Eric Johnson wanted to commend two board members, President Giordano and Director Whitfield, for their assistance and support at the time of his wife’s death. He encouraged the board to keep up the good work and to keep Brandermill the community he and his wife fell in love with for the last 21 years.
Director Whitfield noted that Lee Johnson had done a tremendous amount of work for the community association and asked that we also recognize her efforts with the activities committee and other committees that she has served on. Director Whitfield stated Lee did a great job and she will be missed.
President Giordano wanted the record to reflect that the board had a moment of silence for Lee Johnson who was very active on several committees and most recently the activities committee and will be missed by all.

IV. PRESIDENT’S REPORT –President Giordano, Directors Bradner and Whitfield, and Community Manager Pritz met Wednesday night, November 16th at 6 PM at Brandermill Church with Steve Menninger, with the grounds committee, several other members of the church and local neighborhoods surrounding Sunday Park regarding the recent vandalism.
President Giordano, Directors Bradner and Gibbons, and Community Manager Pritz met Wednesday, November 16th at 7 PM at Brandermill Church with the CVS team. Jim Theobald, their attorney, presented the plans to apply for a conditional use permit with the county for a drive-thru window for prescriptions. The zoning for this property is commercial retail and permits a drug store. If they include a pick up window the county wants them to add a third turning lane to complete the turn into the parking area. There were concerns regarding noise from the pick up window and extra traffic cutting through the parking lot to Genito Road. Community Manager Pritz will get the schematic drawing from Russ Gulley that shows the proposed turning lane and will distribute it to the board members for their review.

V. TREASURER’S REPORT – No Treasurer’s report was given. Celebrations report: Director Whitfield attended a public meeting on Wednesday, November 16th at Woolridge Elementary School regarding “Celebrations at the Reservoir”. Celebrations has held weddings and special events for the past three years and is owned by the Thackers. Wayne Bass, Matoaca District Planning Commissioner, presided over the meeting to hear public comment concerning the extension of a conditional use permit for three years. A noise study was not presented by Mr. Thacker as was expected, but he stated they were trying to make good use of the property, to keep it wooded, to work on the noise issues and to continue with their current operation. The long range plan identifies this area for potential residential development. Traffic was originally thought to be a major concern but it was not presented as a problem at the meeting. Director Whitfield recommends that the board support the efforts made in working on the noise abatement and stated any complaints regarding noise should be in writing to the planning commission.

VI. COMMITTEE REPORT – NRC Committee – The NRC chairperson has begun the process of forming the nominating committee for the 2006 election.

VII. MANAGER’S REPORT - Community Manager Pritz highlighted her written report. Community Manager Pritz reported that three juveniles who are residents of Brandermill have been arrested for the vandalism that occurred the weekend of November 12th and 13th. A detective with Chesterfield County Police has been assigned to investigate these incidents and has asked for the cost per incident, with an estimate of $5,000 spent so far and that more costs will be incurred. This includes the required man hours and the damaged signs that will need to be replaced after attempts to clean them. Maintenance Director Barnard inspected the reader board at Sunday Park and noted that the plexiglass cover needs to be replaced. He also noted that an electrician will need to repair the lights on the sign. It is recommended that residents call the non-emergency police number and not confront anyone. Steve Menninger with the grounds committee of Brandermill Church reported that the BCA and the church share the cost of the street lights at the church. The lighting in the church parking area is paid by the church and the lighting in Sunday Park is paid by the BCA. All of these lights are on dusk-to-dawn. Community Manager Pritz and Maintenance Director Barnard met with Mr. Andreoletti on November 21st per the board’s request with the contractor on site to identify the area to be trimmed and pruned. Mr. Gruber had previously expressed his approval of this work and attended the meeting. The work should be starting within the next week. Maintenance Director Barnard reported that there is a deeded site easement that allows these lots and the Spinnaker Cove area to clear 15 feet from the lake without permission from the BCA. It was recommended that the property files include this deeded site easement information.
Flyers for pool memberships will be distributed next week for the 2006 season as an incentive for residents to purchase the memberships as Christmas gifts for their families. The rates are the same as last year. Community Manager Pritz and Kathleen Martin, chairperson of the Pool Committee, discussed a possible discount and it was decided five complimentary guest passes would be given if a membership was paid in full by May 5, 2006 as an incentive for residents to join early.

VIII. CHESTERFIELD FEDERAL CREDIT UNION UPDATE – Community Manager Pritz contacted a representative with Brandermill Country Club to get a reference regarding the Chesterfield Federal Credit Union, per the board’s request. Chris Miller with the credit union provided the sample letter for use by the BCA for Brandermill residents to become members if so desired.
MOTION: Director Livingston moved to direct the Community Manager to take such steps to permit Brandermill residents to participate in the Chesterfield Federal Credit Union.
MOTION SECONDED: Director Whitfield.
MOTION CARRIED: Unanimously

IX. LEAF VACUUM – Community Manager Pritz stated leaves are now blown from bike paths, major roadways and intersections. The leaf vacuum is used only in the cul-de-sacs. If a larger sized leaf vacuum was purchased there would be a savings in manpower which could then be used to clear brush, cut trees and general clean up when not picking up leaves. The possibility of offering a leaf collection service to residents for a fee was briefly discussed. It was recommended to purchase a larger leaf vacuum, which would be more efficient and save the manpower for other tasks. Community Manager Pritz will provide spec sheets on the leaf vacuum via email to the board.

X. EXECUTIVE SESSION
MOTION: Director Reamy moved to enter into Executive Session at 8 PM for the purpose of discussing a legal matter.
MOTION SECONDED: Director Bradner.
MOTION CARRIED: Unanimously

XI. RETURN TO OPEN SESSION
MOTION: Director Cook moved to return the meeting to open session.
MOTION SECONDED: Director Bradner.
MOTION CARRIED: Unanimously

XII. ADJOURNMENT
MOTION: Director Whitfield moved to adjourn the meeting at 9:20 PM.
MOTION SECONDED: Director Gibbons.
